What does 'Transaction is not in the correct RetrievedByCounty status' mean?

In order to be return a transaction that was previously retrieved by a county, the transaction status must be RetrievedByCounty. There been instances where a county transaction has been successfully returned, at which point the status is updated to ReturnedByCounty. The next step in the workflow process is to move the XML file (transaction) to the PROCESSED subfolder. In instances where moving the transaction fails, the XML file remains in the return folder and the return processor attempts to return the transaction again. Since the current status of the transaction is not RetrievedByCounty, this alert is displayed.

The proper handling of this condition is to use the Transaction Audit Report to verify that the transaction was actually successfully returned. The transaction id is displayed in the alert. If the transaction was successfully returned, the XML file can be manually moved to the PROCESSED subfolder using Windows File Explorer.
